Lister d valve settings?

Evening all!
What is the valves settings and at what rotation do I set them at (ie how far from tdc).
Or is there an easy way?
Also is there any set setting for the carb air valve spring? My reason for this is mine jumps up and down and my Dads hardly moves

The person that would no will be on later he is called lister john, he sorted my valves for me
