Seagull engine idea???

As i looking for something small and water cooled i had a lil brain wave.
Would it be possible to run a seagull outboard engine without the rest of the gubbins, if i rigged up something for the water cooling etc,

Anyone got any ideas? or maybe a seagull engine on its own if its feasible by a mere mortal!
